This statement asks you to be able to describe the use of bromine water in testing for a C=C double bond.

This is covered covered at the bottom of the page halogenation of alkenes, and you have probably already read this for statement 14.2.2(a)(iv).

You can just use the simple equation to form 1,2-dibromoethane.
